About the Job
The County Government of Kakamega is inviting applications for thirteen (13) County Chief Officer positions. The Chief Officer will be the authorized officer in their specific department and will report to their respective County Executive Committee Member (CECM). This is a two-year contract, renewable based on satisfactory performance.
Responsibilities
Administering the County Department.
Formulating and implementing programs to achieve Vision 2030 and sector goals.
Developing and implementing strategic plans and sector development plans.
Implementing policies and regulations.
Providing strategic policy direction for effective service delivery.
Ensuring compliance with National Values and Principles of good governance as outlined in Articles 10 and 232 of the Constitution1 of Kenya.
Ensuring effective and efficient utilization of the Department’s financial and non-financial resources, including management, control, and reporting on financial information, material resources, and facilities.
Building human resource capacity by developing and implementing human resource plans for the Department.
Efficient and effective service delivery to the public.
Promoting the realization of the County Integrated Development Plan (CIDP).
Requirements
Be a Kenyan citizen.
Hold a Bachelor’s degree from a university recognized in Kenya.
Possession of a Master’s degree in the relevant field will be an added advantage.
Have at least ten (10) years of relevant professional experience, with five (5) years in a leadership or senior management position in the Public Service or Private Sector.
Have proven experience in managing resources in a high-performing organization.
Possess knowledge and skills in any of the following areas: Project Planning and Management, Public Financial Management, Human Resource Management, Conflict Resolution Management, Strategic Management and Leadership.
Have excellent communication, organization, and interpersonal skills.
Have membership to a professional body.
Demonstrate a thorough understanding of county development objectives and Vision 2030.
Be a strategic thinker and results-oriented.
Have the capacity to work under pressure to meet strict timelines.
Meet the requirements prescribed in Chapter six of the Constitution on leadership and integrity.
For serving officers, indicate Payroll Number, Date of first appointment, Date of last promotion to the current grade, and Substantive designation and Job2 Group on the application form.
During interviews, shortlisted candidates will need to produce their National Identity Card, Academic and Professional Certificates, and current payslip (for April 2025).
Successful candidates will be required to get clearance from Kenya Revenue Authority, Higher Education Loans Board, Ethics and Anti-Corruption Commission, Directorate of Criminal3 Investigation, and a Registered Credit Reference Bureau.
