About the Job
The State Department for Economic Planning is seeking a Director – Planning to oversee economic planning activities. This senior leadership role involves advising on economic policy, coordinating sector-specific plans, and leading the monitoring and evaluation of projects and programs.
Responsibilities
Advising on economic policy and planning, and statistics management.
Coordinating policy analysis and formulation.
Coordinating the development of specific sectors of the Medium-Term Plans (MTPs) for Kenya’s long-term Vision.
Co-convening of various sub-sectors in the annual budgetary preparation process of the Medium-Term Expenditure Framework (MTEF).
Overseeing preparation and implementation of sector specific plans and Ministerial Strategic Plans.
Coordinating the implementation of national development planning policies, sessional papers, strategies and programmes.
Coordinating preparation and presentation of policy briefs, reviews and reports on the status of the economy.
Overseeing preparation of inter-sectoral programmes and Ministerial strategies.
Overseeing the formulation, review and implementation of National Integrated Monitoring and Evaluation System (NIMES).
Providing support in the preparation, monitoring, evaluation and reporting of Ministerial Performance Contracts.
Overseeing monitoring and evaluation of projects and programmes.
Coordinating the preparation and submission of reports on projects and programmes.
Coordinating the implementation of sectoral, cross cutting and emerging economic and development issues.
Coordinating the development of guidelines for the preparation and review of various National and County Strategies and Plans.
Coordinate provision of technical support in the preparation of briefs on international positions and negotiations with bilateral and multilateral development partners.
Provide leadership in monitoring regional trade and investment and other economic trends.
Supervising, mentoring and guiding staff.
Requirements
Cumulative service period of twelve (12) years, and currently serving at the grade of Chief Economist, CSG 6 or in a comparable and relevant position in the public service.
A Bachelor’s Degree in any of the following disciplines: Economics, Statistics, Economics and Mathematics, Economics and Finance, Economics and Statistics or any equivalent qualification from a university recognized in Kenya.
A Master’s Degree in any of the following disciplines: Economics (Policy Management, Multilateral Trading Systems, Econometrics, Public Finance, Development, Environment, Health, Agriculture, International Trade and Finance, Cooperation and Human Development, Transport, Labour, Energy, Mining, Petroleum, Industrial), Statistics, Project Planning and Management, Philosophy in Economics, Public Policy, Economics of Development or Rural Economics, Monitoring and Evaluation or any equivalent qualification from a university recognized in Kenya.
Demonstrated a clear understanding of National development policies, goals and objectives, and ability to integrate them into the economic planning function.
Demonstrated professional competence, managerial and leadership capability as reflected in work performance and results.
