About the Job

The Kisii County Public Service Board invites applications for the position of Chairperson – County Executive Audit Committee. Members of the Audit Committee serve on a part-time basis for a period of three years and are eligible for re-appointment for a further final three-year term, subject to performance review. Allowances payable to the Chair and members will be determined by the Salary and Remuneration Commission (SRC).

Responsibilities

Provide strategic direction to the Audit Committee.
Provide oversight in risk management, controls and governance processes and audit affairs of the County Government and make appropriate recommendations to the County Executive Committee regarding internal control and audit matters.
Follow up on the implementation of the recommendation of internal and external auditors.
Arrange for a periodic review of the effectiveness of the audit committee alongside its mandate.
Demonstrate independence and impartiality in decision making which accord with the legal constitutional and policy requirement.
Provide clarification to members on the audit committee’s responsibilities.

Requirements

Be a Kenyan citizen.
Hold at least a Bachelor’s Degree in either Finance, Economics, Accounting, Business Administration (Accounting option) or any other related field from a university/institution recognized in Kenya.
A Master Degree in the relevant field will be an added advantage.
Be a member, in good standing, of a professional body such as ICPAK, CPSK, ACFE, LSK, IIA or any other relevant professional body.
Have at least 10 years of experience, five (5) of which must be in a senior management position.
Must be an independent proactive leader with confidence and integrity.
Be a highly respectable and experienced person who possess strong interpersonal skills and committing time to develop and closely monitor committee agenda.
Possess excellent working knowledge of an Audit Committee’s functions and Risk management frameworks.
Satisfy the provisions of Chapter Six of the Constitution.
Not a past or present employee of the County, and shall not have served as an employee or agent of a business organization which has carried out any business with The County Government of Kisii in the last two years.
Possess a good understanding of government operations and financial reporting.
Not a holder of a political office.
